In Canada, at least in our region, many people drive pick up trucks & SUV’s with all wheel drive. I put snow tires on my sedan every winter or I wouldn’t make it alive on the winter roads.
In the UK, we are hopeless, and close schools before even one flake of snow falls. We grit about three roads out of the entire country. We talk about the weather a lot but we do not prepare for any of it!
